Brief information:

Save the Children led the second phase of the “Mainstreaming Social Accountability in Mongolia” project, funded by the World Bank and the Swiss Agency for Development and Cooperation, in 3 districts in Ulaanbaatar and in 10 aimags in Mongolia. The project aimed to improve the technical and organizational capacity of citizens, civil society organizations and other stakeholders by supporting sub-projects to mainstream social accountability in the target places. These projects brought a number of positive outcomes. By teaching key concepts, mechanisms and tools through the projects, stakeholders were engaged in service delivery by voluntarily coming together, identifying the most pressing issues and problems in health and education, and working together to address them, while improving the government’s response to public voices.

Project objectives:

Citizens living in high-poverty areas will be able to participate effectively in government decision-making and receive quality services through social responsibility.

Project target areas:

Khovd, Uvs, Khuvsgul, Selenge, Dornod, Khentii, Govisumber, Sukhbaatar, Gobi-Altai, Uvurkhangai aimggs and Songinokhairkhan, Bayanzurkh, Chingeltei districts

  • Non-governmental organizations and community groups
  • The media
  • Researchers and scientists

Project outcomes:

Save Children worked in cooperation with nongovernmental organizations including Democratic Education Center, MONFEMNET National Network, Association of Educational Cooperation, Partnership for Procurement, Mongolian Association of Health Professionals, Alliance of NGOs of Human Development and Reproductive Health Rights, Transparency International Mongolia, Strategy Academy Think-tank, NOMT and Association of Wealth Creators through Labor and provided them with methodological support based on respective agreements. The following sub-projects were implemented

А. Improving quality and accessibility of health care services:

  • “Strengthening Citizen Participation In Health Care Services for Mothers and Children” project in Khuvsgul aimag
  • “Improving Quality and Accessibility of Medicines and Medical Supplies with the Public Participation” project in Uvs aimag,
  • “Improving medical assistance and services of primary health centers” project in Khovd aimag
  • “Youth-Bright Future” project for reproductive health of teenagers in Uvurkhangai aimag,
  • “Use of Health Insurance and Quality and Accessibility of Health Care Services” project in Dornod aimag,
  • “Citizens’ Participation in Reducing Dental Diseases Among Teenagers” project in Sukhbaatar aimag,
  • “Healthy Health, Healthy Movements and Healthy Ethics” project in Gobisumber aimag,
  • “Mainstreaming Social Accountability by Introducing a Community Inclusive Monitoring Mechanism to Trilateral Contracting to Household Health Centers” project in Khentii aimag

B. Promoting Children’s Education Rights:

  • “Ensuring Participation of Parents and The Public in General Education Schools” project in Selenge aimag,
  • “Schools with Public Participation” project in Gobi-Altai aimag.

Furthermore,

А. Within the framework of relevant objectives and actions of “Ulaanbaatar city’s health-2020” sub-program:  

  • Implementations of actions for introducing proper use of medicines
  • Policy assessment of actions to increase early detection of arterial pressure, encourage healthy habits, preventing diseases by ensuring participation of citizens, the public and sector based on advanced methods of early detection.

B. Within the framework of relevant objectives and actions of “Ulaanbaatar city’s education-2020” sub-program

  • Implementations of policies to promote education of disabled children
  • Implementation assessment of policies to improved cooperation between schools and parents.
