URGENTLY SEEKING HUMANITARIAN PROJECT OFFICER

Position title: Humanitarian Project Officer

Position term and type: Full time; 2 months with possible extension

BACKGROUND

Save the Children (SC) is a leading independent, rights-based organization for children. It was founded in London in 1919. Having started its operations in Mongolia in 1994, SC currently employs approximately 60 staff members and works in seven provinces of Mongolia, implementing programs in Child Protection, Child Rights Governance, Child Poverty, Humanitarian, Education, and Health sectors.

Mongolia is experiencing a Dzud condition in 8 out of 21 provinces of Mongolia in 2022/23 winter, and it is affecting the livelihood of thousands of herders. According to the National Agency of Meteorology and Environmental Monitoring, 40 percent of pastures are depleted, resulting in thousands of herder households moving far from their home communities in search of pastures. This poses difficulties in delivering basic health and education services, putting young children, pregnant and lactating mothers, the elderly, and people with disabilities at heightened risk.

In anticipation of Dzud and the harsh winter, Save the Children plans to implement an emergency response project to support the affected herders and is currently seeking a dynamic Project Officer (PO), who will assist us with the planning and coordination of the relevant activities. The role will report to the SC’s Country Manager in Mongolia and work closely with its Administration, MEAL, and Finance teams as well as Provincial offices.  JOB PURPOSE AND RESPONSIBILITIES

The PO will be responsible for the overall implementation of the response project for the Dzud in the selected provinces and will carry out the following key activities:

  • Implement project activities in accordance with the requirements, policies, standards and guidelines of SC and donors.
  • Develop and execute project implementation plan jointly with relevant staff at SC
  • Plan, organize, and facilitate meetings required for the project management
  • Research and select the soums within the pre-identified aimags for the intervention of support activities
  • Conduct research on the needs of the affected communities, define specific selection criteria for the beneficiaries and identify target beneficiaries by working with the local administration at both aimag and soum levels
  • Prepare, coordinate and implement the on-site distribution of the support items in the target locations
  • Support and contribute to the development of contingency plans to address anticipated challenges
  • Assist with PR and Communication activities, M&E visits, and coordination with the local stakeholders
  • Contribute to the establishment and maintenance of a dynamic system of M&E for the proejct
  • Prepare reports and documents required by the donors on the project and other related issues
  • Coordinate with field staff, relevant stakeholders, and counterparts to ensure the smooth operation of the response project
  • Perform any other duties and responsibilities that may be assigned by the Country Manager.

JOB REQUIREMENTS:

  • Undergraduate degree in business administration, economics, social science, or international relations
  • At least 3 years of proven experience in managing development, livelihood, emergency response, preparedness, and advocacy program/projects
  • Working experiences in conducting a needs assessment, vulnerability analysis developing disaster risk plans
  • Previous knowledge of challenges faced by herders in times of natural disaster
  • Written and spoken fluency in English
  • Ability to undertake the field visits
  • Works with minimal supervision manages own time effectively and takes tasks proactively
  • Have good communication and teamwork skills
  • Strong analytical and problem-solving skills
  • Ability to use Microsoft office programs, such as Word, Excel, etc
