Vacancy Announcement for Administration and Human Resources Manager

SC Mongolia is seeking a dynamic and experienced Administration and Human Resources Manager (AHRM) to lead the organization’s administrative and HR functions. Reporting directly to the Country Manager, the AHRM will oversee all aspects of human resources, including recruitment and retention, compliance, compensation and benefits, as well as training and staff development. The role will also be responsible for managing the Administration team and ensuring the smooth and efficient operation of the country office.

In addition, the AHRM will play a key role in developing and implementing office regulations and policies, pay and job classification structures, and programs that strengthen staff training, safety, health, and well-being. The position will also ensure effective personnel records management and contribute to workforce planning and future staffing strategies.

Responsibilities

  • Take the lead in developing and updating Save the Children’s HR, Legal, Logistics, and Safety and Security related policies and procedures.
  • Communicate and provide support to staff, consultants, volunteers, and foreign visitors to ensure their full compliance with SC’s Code of Conduct, safety and security, and other policies.
  • Manage day-to-day office operations, coordinate overall office activities, and provide administrative support to the leadership and program teams.
  • Manage relationship with facilities management, oversee office maintenance and support needs.
  • Manage and supervise the staff members of the Administration team
  • Design, operate, coordinate, and monitor operational systems for managing HR functions in line with approved policies.
  • Develop and update job descriptions in consultation with respective managers.
  • Create and maintain the employee database.
  • Manage the recruiting and hiring process, including working with program managers on strategic staffing plans.
  • Work with managers and the Country Manager to develop annual staff development plans.
  • Organize and coordinate in-house and off-site training and development programs.
  • Implement compensation and benefit policies to ensure fair and performance-based rewards.
  • Maintain up-to-date knowledge of labor regulations, taxation laws, and HR practices in Mongolia.
  • Review and edit relevant contracts and agreements.
  • Perform other duties as assigned by the Country Manager.

Requirements

  • Undergraduate degree in Human Resource Management, Business Administration, or a related field (advanced degree preferred).
  • At least five years of experience in Administration and/or HR, including two years in a managerial role at an international organization.
  • Strong leadership skills with proven experience managing and supervising people.
  • Good understanding of labor, taxation, and other relevant laws and regulations in Mongolia.
  • High integrity with the ability to maintain strict confidentiality.
  • Advanced English skills (spoken and written).
  • Excellent interpersonal, coaching, and relationship-building skills.
  • Strong organizational and follow-up skills with attention to detail.
  • Ability to work independently, under pressure, and exercise sound judgment.
  • Willingness to travel and work in the field when required.
  • Proficiency in MS Word, Excel, PowerPoint, and HR management databases.
