Having started its operations in Mongolia since 1994, SC employs over 50 staff members and works in seven provinces, implementing projects in Child Protection, Child Rights Governance, Child Poverty, Education, and Health areas.

SC Mongolia is urgently looking for a dynamic Human Resources Manager (HRM) due to the organization’s growth in both personnel and activities.

Reporting to Country Manager (CM), the HRM will assist us to effectively administer the hiring, retention, staff development, personnel records, legal compliance, compensation, benefits, and future staffing strategies. Other responsibilities include development and implementation of HR rules and regulations, pay and job classification structure, and programs for employee training, safety, health, and morale.

– Design, operate, coordinate and monitor operational systems for managing HR functions to implement the approved policies

– Develop and update job descriptions according to the need in consultation with the respective managers

– Create and maintain employee database

– Manage the recruiting and hiring process, including working with program managers to define strategic staffing plans

– Work with line managers and CM to develop annual staff development plan

– Review, develop and implement effective employee performance management system; train managers and provide advice and support for performance management issues

– Implement a training and development process to ensure that appropriate development needs are met on a timely and cost-efficient manner

– Organize and coordinate both in-house and off-site staff training and development programs to meet the identified development needs

– Communicate and implement HR policies across the organization

– Review and recommend employee benefit programs, and security, safety and health program to CM for approval and implementation

– Implement compensation and benefit policies and practices to ensure that staff are rewarded in line with both market practice and individual performance level

– Maintain current knowledge and understanding of regulations, relevant laws, practices, and developments regarding Human Resources

– Liaise with other Human Resource professionals

– As a member of the Senior Management Team (SMT), provide regular updates on HR activities and plans

– Perform other duties as assigned by CM


– Undergraduate degree in Human Resource Management, business administration or related field, preferably an advanced degree

– At least five years of applied experience in Human Resources, with 2-year experience as a manager

– Strong managerial and leadership skills

– Ability to maintain the highly confidential nature of HR work with high integrity

– Advanced English language skills both verbal and written communications

– Outstanding interpersonal relationship building and employee coaching skills

– Demonstrated ability to provide follow up on a timely basis

– Experience in developing and implementing process improvements

– Ability to work independently, and under pressure

– Strong reasoning, decision-making, and sound judgment

– Understanding of labor, taxation law, and other applicable rules and regulations in Mongolia

– Proven track record of achieving results

– Willing to travel and work in the field, as required

– Proficiency in MS Word, Excel, Power Point, and any HR Management database
