Advertisement For Consultants for Child Protection Data Management System Assessment of “Protecting Girls from Violence and Exploitation” Project Funded By UNTF
Save the Children is seeking five individual consultants (5-month) for the task of child protection information system’s assessment under “Protecting Girls from Violence and Exploitation” Project, funded by the UN Trust Fund. The offer presents the selected candidates with excellent opportunities to contribute to child protection, specifically, protecting girls as well as challenges to grow professionally.
Tasks performed:
The assessment for child protection information systems will be conducted with the following two specific purposes:
▪ Provide recommendations for improving child protection information system by assessing currently used child protection information systems (“НАМС”, “E-tuslamj”, “108”, “ABLE” and relevant others)
▪ Assess users’ professional and technical capacity, satisfaction and attitude toward child protection information systems To conduct the assessment task, we will hire five individuals: 1) assessment consultant; 2) data analyst; 3) dynamic system analyst; 4) information and technology analyst; and 5) legal analyst.
Consultant 1: The assessment consultant
Task:
– Overall responsibility for the advisory packages of the contractor (quality and deadlines)
– Coordinating and ensuring communication with SCJM, partners and others involved in the task
– Personnel management, as well as planning and steering assignments and supporting consultants
– Regular reporting in accordance with deadlines
– Facilitate consultants to disseminate the assessment findings for relevant stakeholders
Qualifications:
– Master’s degree or higher in the fields of economy, lay and public administration
– Must have at least five years of working experience for assessment and research tasks regarding to system and data analysis, information and technology and child protection
– Must have sufficient understanding and knowledge on legal issues of the sector
– Must have a solid understanding and able to use “WOLFRAM” and its different versions
– Must be able to facilitate and support data analysis activities
– Must be able to facilitate and support computer and program software analyses
– Must have at least five years of experience working with government organizations and executives
– Perform the work at a high level of quality during the period of the contract and have the flexibility to make changes according to the client’s request
– Must have at least five years of experience working as a team leader for international and national level programmes and projects
– Have a high level of written and spoken English
Consultant 2: Data analyst
Tasks:
– Conduct data analysis of child protection information and data that collected in child protection information systems
– Assess data quality of each child protection information database
– Select a sample size for participants in focus group discussion among users for child protection information database, develop questions on usage of information databases, conduct focus group discussions with users and collect data
– Analyze data on users’ satisfaction
Qualifications:
– Master’s degree or higher in the field of mathematic modelling, statistics, econometrics and applied mathematics
– Must have at least three years of work experience as a data analyst
– Must be able to use “WOLFRAM” and its different versions
– Perform the work at a high level of quality during the period of the contract and have the flexibility to make changes according to the client’s request
– Must have experience working with international and national level programmes and projects
– Have a high level of written and spoken English
Consultant 3: Dynamic system analyst
Tasks:
– Analyze information and data flow, quality and duplication of the child protection information systems’ databases
– Make joint assessment results and analysis that integrate results from information technology, legal and data analyses on the child protection information systems
– Conduct a simulation
– Create smart illustrations to show the assessment results
Qualifications:
– Master’s degree or higher in the field of mathematic modelling, statistics, econometrics and applied mathematics
– Must have at least three years of work experience as a dynamic system analyst
– Must be able to use “WOLFRAM” and its different versions
– Perform the work at a high level of quality during the period of the contract and have the flexibility to make changes according to the client’s request
– Must have experience working with international and national level programmes and projects
– Have a high level of written and spoken English
Consultant 4: Information and technology analyst
Tasks:
– Assess module usage of software and information sharing process among users
– Identify possible risks for module usage of software and information sharing process among users and evaluate risk levels
– Identify information and data security within module usage of software and information sharing process among users
– Assess software algorithms and technical indicators
Qualifications:
– Master’s degree or higher in the field of information and technology
– Must have at least three years of work experience as an information and technological analyst
– Perform the work at a high level of quality during the period of the contract and have the flexibility to make changes according to the client’s request
– Must have experience working with international and national level programmes and projects
– Have a high level of written and spoken English
Consultant 5: Legal analyst
Tasks:
– Assess policy documents related to child protection information systems
– Analyze child protection related statistical forms and their indicators
– Analyze collected child protection information and their indictors with legal perspectives
Qualifications:
– Master’s degree or higher in the field of law
– Must have at least three years of work experience as a legal analyst for child protection and child protection information systems
– Perform the work at a high level of quality during the period of the contract and have the flexibility to make changes according to the client’s request
– Must have experience working with international and national level programmes and projects
– Have a high level of written and spoken English
