Having started its operations in Mongolia since 1994, SC employs over 50 staff members and works in seven provinces, implementing projects in Child Protection, Child Rights Governance, Child Poverty and Education.

SC Mongolia is looking for a dynamic Human Resources Manager (HRM) due to the organization’s growth in both personnel and project activities. Reporting to Country Manager (CM), the HRM will assist us to effectively administer the hiring, retention, staff development, personnel records, legal compliance, compensation, benefits, and future staffing strategies. Other responsibilities include development and implementation of HR rules and regulations, pay and job classification structure, and programs for employee training, safety, health, and morale.

Responsibilities:

  • Design, operate, coordinate and monitor operational systems for managing HR functions to implement the approved policies
  • Develop and update job descriptions according to the need in consultation with the respective managers
  • Create and maintain employee database
  • Manage the recruiting and hiring process, including working with program managers to define strategic staffing plans
  • Work with line managers and CM to develop annual staff development plan
  • Develop and implement effective employee performance management system; train managers and provide advice and support for performance management issues
  • Organize and coordinate both in-house and off-site staff training and development programs to meet the identified development needs
  • Communicate and implement HR policies across the organization
  • Implement compensation and benefit policies and practices to ensure that staff are rewarded in line with both market practice and individual performance level
  • Maintain current knowledge and understanding of regulations, relevant laws, practices, and developments regarding Human Resources
  • Review and edit relevant contracts and agreements
  • Provide regular updates on HR activities and plans to the management
  • Perform other duties as assigned by CM

Requirements

  • Undergraduate degree in Human Resource Management, business administration or related field, preferably an advanced degree
  • At least five years of applied experience in Human Resources, with a two years of experience working as a manager at an international organization
  • Strong managerial and leadership skills
  • Ability to maintain the highly confidential nature of HR work with high integrity
  • Advanced English language skills both verbal and written communications
  • Outstanding interpersonal relationship building and employee coaching skills
  • Demonstrated ability to provide follow up on a timely basis
  • Ability to work independently, and under pressure
  • Strong reasoning, decision-making, and sound judgment
  • Good understanding of labor, taxation law, and other applicable rules and regulations in Mongolia
  • Proven track record of achieving results
  • Willing to travel and work in the field, when required
  • Proficiency in MS Word, Excel, Power Point, and any HR Management database
