About MASAM project:

The technical assistance service is required to coordinate and to render technical assistance to Child Rights Governance Program for Save the Children in Mongolia to implement II MASAM Sub-grant administration. Mainstreaming Social Accountability in Mongolia or shortly MASAM has successfully supported a range of tools and approaches that harnessed direct and local engagements with stakeholders to solve problems in the health and education sector during its first round of implementation. Led and implemented primarily by the WB-MASAM Team, MASAM implementation was possible with the technical guidance and mentorship of national NGOs who were selected by the subproject stakeholders themselves based on their expertise and experience in social accountability and/or in the health and education sectors. As an implementing partner for the Mainstreaming Social Accountability in Mongolia (MASAM) Project, Child Rights Governance Program (CRG) will strategically support and equip civil society organizations (CSOs) with the resources they need to mainstream social accountability in Mongolia. Bringing vast experience in the areas of program management and social accountability as demonstrated by the track recorded provided, Save the Children is in a unique position to perform sub-grant management functions and provide CSOs with the technical support they need to maximize their impact. Project Officer: Save the Children is recruiting Project Officer’s position to support to administer Mainstreaming Social Accountability in Mongolia (MASAM) Project.

Main Duties and Responsibilities:

•       Provide support on project implementation in terms of outreach and dissemination;
•       Coordinate arrangements for meetings, trainings, launch and Lessons Learned workshops;
•       Coordinate disbursement of sub-project funds;
•       Check, follow up and collate sub-project documentation / reports;
•       Coordinate and manage sub-project communications network incl. FB page; web page;
•       Accountability reporting to WB MASAM;
•       Coordinate and conduct monitoring visits;
•       Produce summary technical project reports; and
•       Support the CRG Program Coordinator with her responsibilities, as needed.


The Project Officer shall directly report to the Child Rights Governance Program Coordinator.
•    Possesses excellent personal communication and negotiation skills involving multiple stakeholders
•    Has a minimum of three (3) years of experience in program/project management with a proven history of delivering results
•     Holds at least a Bachelor’s Degree in a relevant discipline such as human rights, legal, international relations, development and management
•    A firm understanding of the human rights/child rights concepts and principles.
•    Possesses excellent verbal and written skills in English and Mongolian, and can produce reports for donor organization
•    Proficient in computer programs ( i.e., Word, Excel and PowerPoint)
•    Excellent research and writing skills in English and Mongolian
•    Ability to meet tight deadlines
•    Previous working experience at a human rights organization
•    Experience of working with right holders and CSOs
•    Experience in contributing to report writing in English to international organizations
