Save the Children Japan in Mongolia is developing a project proposal to the Japanese Ministry of Foreign Affairs aimed at improving student learning outcomes and strengthening teacher instructional practices through the application of blended learning in selected low-performing aimags and districts.
We are seeking a qualified Individual Consultant for Blended Learning Proposal Development (2 months)

Requirements:
- Advanced degree in Education or related field
- Proven experience in blended learning implementation at school level in Mongolia
- Strong expertise in:
- Project design and management
- Monitoring and evaluation (M&E)
- Education data analysis
- Experience working with:
- Ministry of Education and schools
- International or donor-funded education projects
- Strong analytical, communication, and report writing skills
